If you are having problems paying via PayPal you need to enable the cookies as instructed below:

Click "Tools" located at the top of the browser and select "Internet Options".
Click the "Privacy" tab at the top.
Click the "Advanced" button.

Ensure that both First-party Cookies and Third-party Cookies are set to Accept.
